Sir:-
I am directed by Secretary Sir E. Grey to acknowledge
the receipt of your letter of the 2nd instant transmitting
copy of a telegram which has been sent to the Governor of
Hong Kong approving his proposals to co-operate with the
Portuguese and Chinese authorities in suppressing pirates
on an island near Macao.
I am now to inform you that the Portuguese Minister
has just called attention to the fact that the ownership
of the island referred to, which is stated to be the
island of St. Jean or San Juan, is at present a matter of
controversy between Portugal and China, and stated that
the Governor of Macao has decided not to permit the landing
on the island of a Chinese force unless the latter agrees
merely to act in harmonious co-operation with the Portuguese
authorities.
